Our client is an applied research institute focused on advancing strategic technologies and transferring innovations to industry for commercial impact. They are funded and looking for an experienced senior head of procurement to support the advancement of a new institutional project for a semiconductor manufacturer. It fosters collaboration across sectors to accelerate the transformation of research into practical applications and drive industrial efficiency.
Your new role
- Developing and executing procurement strategies that ensure transparency, efficiency, and compliance with statutory and institutional guidelines.
- Develop and implement procurement strategies and procedures for acquiring equipment, materials, services, and other items.
- Lead the full procurement lifecycle: drafting tender documents, sourcing suppliers, evaluating bids, and executing contracts.
- Ensure compliance with legal and institutional policies throughout the procurement process.
- Promote integrity, impartiality, and cost-effectiveness in all procurement activities.
- Review and enhance procurement policies to improve operational efficiency.
- Forecast procurement needs and manage cost parameters to meet service delivery goals.
- Advise on procurement matters in various internal committees.
- Lead, coach, and motivate the procurement team to meet institutional objectives.
What you'll need to succeed
- Degree holder with professional qualifications in Procurement, Supply Chain, or Business Administration (e.g. CIPS).
- 10+ years of experience in strategic procurement, category management, and supplier development.
- Experience in procuring specialised equipment is a strong advantage.
- Proven ability to develop sourcing strategies and navigate public procurement norms.
- Strong stakeholder management and communication skills.
- Demonstrated leadership in team development and talent retention.
- Proficiency in e-Procurement and ERP systems.
- Solid negotiation, problem-solving, and business judgment skills.
- Fluency in English and Chinese; tech-savvy and able to work independently.
- Candidates with less experience may be considered for a junior role.
