Role Purpose:
The Chief Executive Officer is responsible for leading the organisation’s mission, strategy, and operations, with a core focus on building and sustaining strong relationships with the HKSAR Government and public sector stakeholders.
Reporting to the Board, the CEO will ensure the organisation remains a trusted partner to government, delivers high‑quality public services, and operates to the highest standards of governance, transparency, and integrity.
Key Responsibilities:
Government & Public Sector Relations
- Serve as the primary interface with HKSAR Government bureaux and departments, statutory bodies, and district‑level stakeholders
- Build and maintain long‑term, trusted relationships with senior government officials
- Represent the organisation in policy consultations, advisory committees, and public forums
- Ensure alignment with government priorities, funding frameworks, and service agreements
- Navigate public accountability, compliance, and regulatory requirements with confidence and credibility
Strategic & Organisational Leadership
- Set and drive the organisation’s long‑term strategy in line with its mission and public role
- Lead organisational development, service enhancement, and transformation initiatives
- Translate public policy directions into effective, community‑level service delivery
Governance, Risk & Compliance
- Work closely with the Board to ensure strong governance, ethical standards, and accountability
- Ensure compliance with all applicable Hong Kong legislation, funding conditions, and regulatory requirements
- Oversee risk management, internal controls, and reputational stewardship
People & Culture Leadership
- Lead and develop a senior management team capable of operating in a complex public‑sector environment
- Foster a professional, service‑oriented culture grounded in integrity and public trust
- Oversee workforce planning, succession, and leadership development
Financial & Operational Oversight
- Ensure prudent financial management, sustainability, and effective use of public and donated funds
- Oversee large‑scale operations across multiple service units and locations
- Maintain strong systems for performance management and service quality
Requirements:
- Former senior HKSAR Government official (e.g. Director / Deputy Director / Permanent Secretary level), or
- CEO / Executive Director of a sizeable NGO, statutory body, or publicly funded organisation
- Demonstrated experience working closely with government, policy bodies, or public funders
- At least 25 years of work experience
