Our client is a reputable Hong Kong-based organisation involved in large-scale infrastructure, project delivery and public-facing operations. As part of its procurement transformation journey, it is seeking a seasoned procurement leader to head the centralised procurement function, partnering closely with senior management to drive procurement governance, strategic sourcing, contract management and organisation-wide best practices.

Your new role

• Develop, review and maintain procurement policies, procedures and governance frameworks covering RFQs, RFPs and tendering activities.
• Lead and oversee strategic sourcing initiatives, procurement planning and contract administration activities across multiple categories and projects.
• Serve as the procurement gatekeeper by reviewing procurement strategies, tender documentation, evaluation methodologies and award recommendations.
• Drive category management and sourcing strategies to achieve value for money, cost efficiencies, compliance and risk mitigation.
• Establish and manage vendor governance programs, including supplier onboarding, performance management and approved vendor lists.
• Partner closely with internal stakeholders to provide procurement and commercial advice throughout the end-to-end procurement lifecycle.
• Develop procurement reporting frameworks, spend analytics and management dashboards to improve decision-making and governance.
• Oversee inventory and asset management processes to ensure appropriate controls and operational efficiency.
• Drive procurement transformation initiatives, including digital procurement, e-tendering, process automation and data-driven reporting.
• Support senior leadership on procurement strategy, governance and organisational change initiatives.
  
  

What you'll need to succeed

• Degree holder in Quantity Surveying, Supply Chain Management, Business Administration or a related discipline.
• Professional membership with HKIS, RICS or equivalent is highly preferred.
• Minimum 12 years of procurement, sourcing and contract management experience, preferably within construction, infrastructure, engineering, public sector or complex project environments.
• Proven track record managing high-value procurement programs, tendering exercises and strategic sourcing initiatives.
• Strong understanding of procurement governance, compliance, audit requirements and contract administration.
• Experience developing supplier management frameworks, evaluation methodologies and procurement policies.
• Demonstrated success in procurement transformation, e-procurement implementation, process improvement and digitalisation projects.
• Excellent stakeholder management and influencing skills with the ability to engage senior executives and cross-functional teams.
• Strong analytical, commercial and problem-solving capabilities.
• Excellent written and spoken English and Chinese communication skills.
