Our client is a public sector who committed to excellence in procurement and sourcing. They are seeking a Senior Manager / Assistant Director to lead the centralised procurement function and drive strategic sourcing initiatives. This role interacts with all levels of the corporation and external partners, ensuring best-value purchases while maintaining compliance with procurement rules and governance standards.
Your new role
- Assist in developing strategic-level processes and procedures for procurement across corporate, facilities management, and capital projects.
- Streamline and enhance procurement policies, guidelines, processes, and systems; develop long-term procurement strategies.
- Lead the centralised procurement unit and manage tendering for indirect procurement categories including technical, commercial, consultancy, smart facilities, IT, insurance, and facilities management services.
- Take ownership of the tendering and procurement process, including strategy development, planning, and process control.
- Conduct end-to-end tender processes: requirements study, document preparation, execution, assessment, negotiations, contract compilation, and management.
- Protect the organisation’s interests through robust contractual terms and procurement spend planning; review and enhance tender and contract conditions.
- Build productive internal and external relationships based on trust and professional advice to achieve corporate objectives.
- Conduct corporate training, market research, benchmarking, supplier performance evaluation, and maintain a supplier database.
- Support and lead other business activities and ad hoc tasks as assigned.
What you'll need to succeed
- A bachelor’s degree in Supply Chain Management, Business Administration, or related disciplines; a Master’s degree or contract law studies is a plus.
- Minimum 10 years, at least 5 years in a managerial role, and professional membership in CIPS
- Strong leadership, stakeholder management, coaching, and change management skills; ability to negotiate and influence effectively.
- Hands-on experience with procurement systems such as SAP and eTender; proficiency in MS Office applications.
- Excellent communication and presentation skills in English and Chinese (including Putonghua).
