Our client is a leading utility and infrastructure organisation with a strong presence in Hong Kong and the Asia-Pacific region. You will lead the transformation project lead, overseeing both the Centre of Excellence team and Oracle project implementation. This position will report directly to the CPO, and provide strategic oversight in the procurement team. This role is pivotal in driving procurement innovation, enhancing supplier performance, and embedding of Oracle technology into procurement processes.
Key responsibilities
Centre of Excellence & Technology Leadership
- Define and execute the strategic roadmap for the COE team, embedding best practices, governance frameworks, and continuous improvement initiatives across procurement operations.
- Lead the digital transformation of procurement, ensuring full utilisation of enabling technologies, particularly Oracle platforms, to streamline processes and enhance decision-making.
- Champion data governance and master data management, ensuring high-quality data stewardship and analytics capabilities.
- Embed risk management, sustainability, and responsible sourcing principles into procurement operations, aligning with global standards.
- Design and deliver capability development programs to upskill procurement professionals and foster future leadership.
Indirect Procurement Strategy & Execution
- Provide strategic oversight of indirect procurement activities, including category strategy development, supplier management, and sourcing execution.
- Act as a business partner to internal stakeholders, translating business needs into actionable procurement strategies that deliver value and support organisational goals.
- Lead supplier negotiations and contract management, ensuring favourable outcomes and long-term supplier performance.
- Drive supplier relationship management (SRM) programs to enhance collaboration, innovation, and mutual value creation.
- Monitor market trends and identify opportunities for supplier development and diversification, ensuring resilience and agility in the supply chain.
Cross-Functional Collaboration & Leadership
- Foster alignment across procurement, commercial, and operational teams to ensure cohesive execution of strategic initiatives.
- Serve as a mentor and coach to team members, promoting a culture of excellence, innovation, and continuous learning.
- Act as a key escalation point for procurement-related issues, ensuring timely resolution and alignment with business objectives.
What you'll need to succeed
- Minimum 10 years of experience in procurement strategy, category management, and transformation leadership.
- Proven track record in leading technology-driven procurement initiatives, especially involving Oracle Fusion or similar platforms such as SAP or Ariba
- Strong leadership and stakeholder engagement skills, with the ability to influence across departments and levels.
- Experience in developing procurement standards, governance frameworks, and supplier performance programs.
- Professional certifications in procurement (e.g., CIPS, ISM) and/or project management (e.g., Agile, Prince2) are advantageous.
