The organisation plays a key role in supporting sustainable growth across the construction and infrastructure sectors. This is a senior leadership role responsible for overseeing all procurement activities within the organisation. The Procurement Director will ensure strategic alignment with financial goals, regulatory compliance, and operational excellence, while leading a team and engaging with internal and external stakeholders to deliver value and transparency.
Your new role
- Develop and execute procurement strategies aligned with financial, operational, and organisational goals.
- Oversee end-to-end procurement processes including sourcing, tendering, contract negotiation, and supplier performance management.
- Ensure full compliance with Hong Kong public sector procurement regulations, financial circulars, and internal governance policies.
- Collaborate with Finance, Legal, Operations, and other departments to ensure procurement supports cross-functional objectives.
- Lead procurement planning and budgeting, including forecasting and cost control initiatives.
- Manage procurement risks, including supplier due diligence, contract liabilities, and audit readiness.
- Drive digital transformation in procurement, including implementation of e-tendering platforms and ERP systems.
- Establish and monitor KPIs to evaluate procurement performance and identify areas for improvement.
- Develop and maintain strategic supplier relationships to ensure quality, reliability, and value for money.
- Promote sustainable and ethical procurement practices in line with organisational values and public accountability.
- Lead and mentor a team of procurement professionals, fostering a culture of excellence, transparency, and continuous improvement.
- Represent the organisation in industry forums, public sector procurement networks, and stakeholder engagements.
What you'll need to succeed
- A Bachelor’s degree in Procurement, Business Administration, or a related field; a higher degree is preferred.
- Develop and implement procurement strategies for category management, including e-procurement, understanding of compliance, public procurement regulations, and institutional governance.
- Lead and mentor a team of procurement professionals, fostering a culture of continuous improvement.
- Demonstrated success in strategic sourcing, contract management, and supplier negotiations.
- Experience with ERP systems and digital procurement platforms.
- Ensure compliance with company policies and regulatory requirements.
- Familiarity with a public sector or quasi-governmental organisation is advantageous.
